In my experience building links, one of the strategies that has proven effective in building quality links is article directory submission. However, bear in mind that not all article directories are created equal. There are those that don’t have Google page rank or has been banned from Google index. Others use nofollow on all their external links and there are those who don’t. Those of you who knows a little of SEO probably understand that the rel=”nofollow” attribute when added to a link diminishes its value. The good news is, there are quality article directories with high Google page ranks that implement dofollow on their external links.
To ensure that your link building yields better results, submit your articles to dofollow article directories. And to make your job easier, I have compiled a list of dofollow article directories grouped according to their Google page rank.

Nice list but one more thing i would like to add. Not only article writing websites but there are so many blogs with good PR allow for guest article writing & provide do-follow links. I think that is also good for submitting articles & we just don’t have to depend on few article submission websites. Like we have PR 3 on our blog & allow users to write article & get 2 do follow links.
